This course explains the provisioning process, policy documents (LMI Performance Specification (MIL-PRF-49506), Material Management Regulation (DoD 4140.1-R), NAVSEA Standard Item 009-19 and the NAVSEA Program Manager Guide (PMG). The GFE and CFE Provisioning Data Flow and the background and methodology involved in obtaining Provisioning Technical Documentation (PTD), Engineering Data For Provisioning (EDFP) for both the GFE and CFE Process including the contractual requirements for PTD, and their associated applications.
This course also, covers the roles of the Ship Program manager (SPM), GFE System / Equipment Program Manager (PARM), Technical Support Activity (TSA), NAVSUP Weapon System Support (WSS), Supervisor of Shipbuilding, Conversion and Repair, USN (SUPSHIP), Shipbuilder, and the Equipment manufacturer in the provisioning process using the Integrated Computer Aided Provisioning System (ICAPS) and provisioning teaming processes. We will discuss the ownership of each of the Provisioning Dens in the ICAPS Database. An overview is discussed concerning the Equipment manufacturer (OEM), Equipment/Systems Integrator, Technical Support Activity (TSA) and the Program Support Inventory Control Point (PSICP) decisions for initial provisioning, which are used as input data to generate output for the Allowance Parts Lists (APLs) and Equipage Parts Lists (AELs). Also, discussed will be the importance of technical decisions with particular emphasis placed on Technical Replacement Factors (RFs), Part Military Essentiality Codes (Part MECs), Allowance Override (AOR) codes, Allowance Note Codes (ANC) and Source, Maintenance and Recoverability (SM&R) codes.
We will also, discuss the Alternative provisioning methods used when full provisioning and supply support cannot be in place before the first installation of the equipment/system or alteration. These alternative methods include the Preliminary Allowance List (PAL) and Advance RIC (ADV-RIC), process including the NAVSEA Push-Pull Program for Interim Supply Support (ISS).
The PCESAMC is for government Civilian, Navy support contractor personnel, Department of Defense Contractors (Equipment/System Contractors, Shipbuilders and Ship Repair Contractors), personnel for example:
a. Civilian:
Logistics Management Specialists, Program Managers, Supply Support Managers, Alteration Installation Managers, Maintenance Planners, Engineers / Provisioning Personnel, Equipment Specialists, Inventory Managers and Material Managers.
b. Navy Support / Private Contractors:
Support or private contractors providing Program Management, Acquisition Logistics Support, Alteration Installation Management, Alteration Planning, Maintenance Planning, Engineering, Supply Support and Provisioning for Equipment/System/Alteration/Modifications for Ships / Carriers / Submarines and Shore Sites.
c. Other Personnel:
This course is also for personnel involved in Logistics Support, Ship and Equipment Alteration Development, Planning, Budgeting, Contracting, and Execution of Modifications to Navy Ships / Submarines prior to, during and after New construction Shipbuilding, Pier Side Alteration Installations, Availability and Modernization periods for Navy Ships, Carriers and Submarines to meet the ILS Cert Goals for Supply Support, Provisioning and Material Outfitting process.
