The Fleet Readiness Logistics
Course is an intensive four-day training program designed to provide
participants with an appreciation of the complexities and interrelationships of
efforts required to achieve and maintain Fleet Readiness Objectives for Weapon
Systems, Ships, Carriers, Submarines and Shore Sites.
The FRLC will help participants
to understand Navy and DoD Acquisition Logistics, Maintenance Planning,
Alteration Installation Management, Supply Support, Provisioning,
Equipment/Ship Configuration Management, Ship/Equipment Alteration Development
(Planning, Budgeting, Contracting, and Execution of Modifications to Navy Ships
and Submarines), Allowance Development, and material outfitting for ships /
submarines during New Construction shipbuilding or Availability and
Modernization process as an interrelated group of activities through which Fleet
Readiness is achieved.
The course covers many policies,
procedures, databases, and processes, which contribute to, or function within,
the overall Acquisition Logistics, Alteration Installation Management,
Ship/Equipment Alteration Development, Supply Support, Provisioning,
Equipment/Ship Configuration Management, Allowance Development, and Material
Outfitting process. Also, included is
the Navy
Alteration Installation Management, Ship/Equipment Alteration Development using the Navy Modernization Process Management and Operations
Manual.
The FRLC includes the Navy Modernization Process, using the Multi-ship/Multi-option
(MSMO) contracts using the Continuous
Maintenance Availability Process including the Continuous Integrated
Logistics Support (CILS) Targeted Allowance Technique (TAT) Process for Navy Ships, Carriers and Submarines
to meet the ILS Cert Goals for Supply Support, Provisioning, Equipment/Ship Configuration
Management, Allowance Development, and Material Outfitting process.
The FRLC is for government
Civilian, Military, and Navy support contractor personnel, Department of
Defense Contractors (Equipment/System Contractors, Shipbuilders and Ship Repair
Contractors), personnel for example:
a. Civilian:
Logistics Management Specialists,
Program Managers, Supply Support Managers, Alteration Installation Managers /
Planners, Maintenance Planners, Engineers / Provisioners, Equipment
Specialists, Inventory Managers, Material Managers, Supply Systems Analysts,
Contract Specialists, and Certification/Metrics Specialists, etc..
b. Military:
Fleet
Staff Officers, Fleet Maintenance Officers, Acquisition Program Managers,
Commanding/Staff Officers of Headquarters Field Activities, Supply Officers,
Store Keepers, Shipboard Leading Petty Officers, On-Board Maintenance
personnel, 3M Coordinators, and Pre-Commissioning Unit Personnel, etc..
c. Navy
Support / Private Contractors:
Support or private contractors
providing Program Management, Acquisition Logistics Support, Alteration

and Ships / Submarines undergoing Availability and Modernization through the Navy Modernization Process Management and

involved in Logistics Support, Ship and Equipment Alteration Development,
Planning, Budgeting, Contracting, and Execution of Modifications to Navy Ships
/ Submarines prior to, during and after New construction Shipbuilding, Pier
Side Alteration Installations, Availability and Modernization periods through the Continuous Integrated Logistics Support
(CILS) / Targeted Allowance Technique (TAT) Process for Navy Ships, Carriers and Submarines
